Introduction & Rules

• According to Oregon Administrative Rule (OAR) 333-061-0043 (PDF), all community water systems are required to submit an annual Consumer Confidence Report (CCR) to their customers. A CCR must cover the previous calendar year and be delivered to customers by July 1st. By rule, a copy of the CCR must also be submitted by July 1st to Oregon Drinking Water Services (DWS). See Tools & Resources, below, for resources to assist your water system in developing a CCR.
• Community water systems must also certify their CCRs, and submit certification to DWS. The purpose of certification is to confirm that water systems delivered CCRs to their served customers, and information contained in the CCRs was correct and consistent with compliance monitoring (i.e., water quality) data already submitted to us. This certification report is due to DWS by October 1st. See Tools & Resources, below, for resources to assist your water system in developing a certification report.

DWS and the Environmental Protection Agency (EPA) provides downloadable content to assist community water systems in developing CCRs and certification reports. Available tools and resources below include checklists, guides, CCR and certification templates, and data links.

• DWS CCR Certification Form: PDF -or- MS Word
• DWS CCR Checklist of Required Components (PDF)
• DWS Safe Drinking Water Information System (SDWIS) Data Link: Generates a report designed to present the data your community water system will need to include when creating a regulation-compliant CCR. NOTE: The data report does not, in and of itself, satisfy the complete requirements of the CCR Rule (PDF). You might consider utilizing EPA's CCR iWriter Tool to produce a regulation-compliant CCR.
• EPA CCR Compliance Help: Community water systems, owners and operators can utilize materials on the web page to facilitate complying with requirements for developing a CCR. Resources also includes guides, communication tips and training materials.
• EPA CCR Tools for Systems: Provides resources to assist in developing CCRs including software applications to help community water systems quickly create their consumer confidence reports, public service announcements and other tools.
• Oregon Association of Water Utilities (OAWA): OAWU provides a number of CCR templates along with user instructions.

DWS provides assistance for community water systems that have questions about CCR development, requirements and rules. Contact DWS CCR coordinator for assistance. You can also contact the organizations listed below for additional information and technical support:

• American Water Works Association (AWWA): Located in Denver, CO, AWWA is an international nonprofit and educational society that is the world's largest and oldest organization of water professionals.
• Oregon Association of Water Utilities (OAWU): An independent nonprofit association of water and wastewater utilities and professionals formed to provide technical assistance, and represent water utility interests in the legislature. OAWU is a state affiliate of the National Rural Water Association.

A list of online CCRs for community water systems that have submitted CCR links to DWS is available here. All community water systems are encouraged to develop their own dedicated CCR web page so that customers can access past and current reports. If you would like DWS to add or correct the link to your water system's CCR, please contact Drinking Water Services with your information. Note: Do not submit an electronic copy of your CCR to post on this web page. Follow the directions above for submitting reports.
