The first step for eligible water systems
to obtain DWSRF financial assistance for infrastructure drinking water improvements is to submit a Letter of Interest (LOI) form. The LOI is used to gather detailed information about proposed drinking water projects for eligible water systems that currently have compliance-related issues and/or pose health risks to the communities they serve. It collects information about the water supply, the water quality problem(s), the water system's finances and readiness-to-proceed, and the project solution and estimated cost.

LOIs can be submitted at any time
through Business Oregon's Infrastructure Finance Authority's website, but should be submitted in consultation with the IFA Regional Coordinator for the area.
