We develop and regulate systems that provide quality emergency care to victims of sudden illness or traumatic injury and ensure that responders are fully trained, emergency medical vehicles are properly equipped, and emergency medical systems are functioning efficiently and effectively.

We protect the health and safety of the populace by testing, certifying and re-certifying Emergency Medical Technicians and First Responders, and working in concert with the Oregon Department of Education and Oregon's educational institutions to provide EMT education by setting standards and approving course work.

We are responsible for the development, implementation, and ongoing monitoring of the state's trauma system, including establishment of system standards, designation of trauma hospitals to care for injured patients, and collection of trauma registry data. The program ensures that high-quality community resources are readily available to respond to individuals who are traumatically injured in Oregon, and is responsible for the monitoring of that care.

We ensure that the citizens of and visitors to Oregon have access to efficient and effective ambulance services. This unit has the responsibility for developing, implementing and enforcing the standards pertaining to the actions of certified personnel and agencies, as well as the standards of operation and licensing of ambulance services, in the State of Oregon. We also help in the development and approval of county ambulance service area plans, investigate complaints and perform inspections of ambulance service facilities, records and ambulances.

The Mobile Training Unit (MTU) works to keep rural volunteer emergency response agencies operational through the provision of continuing education that is mandatory for certified EMS personnel. The MTU is designed to ensure adequately trained and certified volunteer ambulance, EMTs and First Responders, in economically challenged service areas, are able to provide 911 services. This includes training in disaster response, incident command and patient triage, instruction in national and state standards of care to rural EMS providers, continuing education and support through curriculum development, training and support of certifying officers for EMT certification testing, and EMT program assistance to rural community colleges.

EMSC works to ensure that state-of-the-art emergency medical care is available for all ill or injured children and adolescents; that pediatric services are well integrated into an emergency medical services (EMS) system; and that the entire spectrum of emergency services, including primary prevention of illness and injury, acute care, and rehabilitation, are provided to children and adolescents.
