Office of Community Health and Health Planning 

The Office of Community Health and Health Planning promotes access to high-quality, safe health care by collaborating with a variety of public and private partners on policy development and program implementation. Through its regulatory activities, the Office also assures established standards are met by hospitals, emergency medical technicians, ambulance services, and trauma systems. The Office also administers a number of special programs, including the Oregon Medical Marijuana Program

 Programs

The purpose of Oregon’s Certificate of Need program is to evaluate whether a proposed service or facility is actually needed. Our efforts are designed to discourage unnecessary investment in unneeded facilities and services.
The Emergency Medical Services program develops and regulates systems that provide quality emergency care to victims of sudden illness or traumatic injury.
The Facilities Planning and Safety program reviews, inspects, and approves building plans for long term and non long term health care facilities.
The Health Care Regulation and Quality Improvement program ensures that Oregonians have wide access to the health care they need and that it will be safe and of high quality.
The Oregon Medical Marijuana Program is a State registry program within the Public Health Division, Oregon Department of Human Services. Our role is to administer the Oregon Medical Marijuana Act as approved by the voters of the State in November 1998.
The Public Health Institutional Review Board (IRB) reviews research studies to ensure that the rights and well being of people who are subjects in research are protected.
