What's Happening in Health Care Regulation & Quality Improvement

The Health Care Regulation and Quality Improvement program ensures that Oregonians have wide access to the health care they need and that it will be safe and of high quality. The HCRQI program regulates health care facilities, providers and suppliers in acute care and community-based programs. These include hospitals, home health agencies, in-home care agencies, hospice programs, ambulatory surgical centers, rural health clinics, special inpatient care facilities, end-stage renal disease dialysis facilities, birthing centers, rehabilitation agencies and clinics, comprehensive outpatient rehabilitation facilities, community mental health centers, hemodialysis technicians and portable x-ray suppliers.

License Information

On January 1, 2011 some new annual license fees went into affect (in addition to those that went into effect on 1/1/2010). Most fees have been increased. Any application received by this office will need to pay the new fee.

In-Home Care Agency Program

In order to address the increase in applications, Health Care Regulation and Quality Improvement is currently undergoing a program redesign for In Home Care Agency Licensure. Below are some tools that will help agencies get started. Please note that all of your policies and procedures must be complete before we can schedule your agency for an initial survey.

The Health Care Regulation and Quality Improvement (HCRQI) program of the Department of Human Services is the agency responsible for the licensure of health care facilities in the State of Oregon.

Nurse Staffing Reports

In 2001 the Oregon Legislature enacted into law the provisions of House Bill (HB) 2800, a law setting forth requirements for hospital nursing services staffing. HCRQI is responsible for conducting nursing staffing audits to evaluate a hospital's compliance with all of the rules related to nurse staffing.
